Situations
I tend to check out what sort of situation a team is in:
- New
- Expanding
- Static
- Decreasing
All can be run by team A or team B but some are more likely.
You can expect different things to be happening in each team.
An expanding team will typically have people with too much
to do.
A decreasing team, there will be too many people for the
work.
